PRECONSTRUCTION BUSINESS DEVELOPMENT MANAGER
GENERAL SUMMARY
The Preconstruction & Business Development Manager supports company growth by preparing accurate, competitive project estimates while also contributing to client development, proposal strategy, and pursuit planning. This position combines technical estimating responsibilities with relationship building and business development support to help the company win profitable work, maintain strong client connections, and improve visibility into upcoming opportunities.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Preconstruction
This role is responsible for supporting preconstruction and estimating activities by reviewing plans and specifications, preparing quantity takeoffs, soliciting and evaluating subcontractor and vendor pricing, analyzing scope and risk, and assisting with the development of complete and competitive proposals.
• Review drawings, specifications, addenda, and related bid documents to understand project scope and requirements.
• Prepare quantity takeoffs and assist in developing accurate estimates for labor, materials, equipment, subcontracted work, and other direct or indirect costs.
• Solicit subcontractor and vendor pricing, compare quotations, and support scope leveling to confirm completeness and competitiveness.
• Identify scope gaps, constructability concerns, pricing risks, and communicate findings to estimating and leadership teams.
• Maintain organized bid documents, estimate backup, clarifications, assumptions, correspondence, and pursuit folders for assigned opportunities.
• Complete new prequalification packages and maintain existing prequalification documents.
• Set up new proposals by updating bid schedules, creating bid folders, downloading plans and specifications, and organizing related documents for estimating use.
• Request CAD files from clients when not included in RFQs and maintain supporting files required for takeoff and estimate preparation.
• Coordinate bid solicitation activities with vendors and subcontractors to support adequate bid coverage and competitive pricing.
• Create and maintain bid books, bid schedules in B2W, and plan files in PlanSwift for assigned pursuits.
• Track addenda, RFI responses, and revisions to ensure estimate files, proposal materials, and bid folders remain current through submission.
• Assist with bid forms, proposal packages, alternates, value engineering options, and estimate-driven narratives.
• Create project schedules from company templates, with estimator input, to support proposal and preconstruction requirements.
• Participate in scope reviews, estimate reviews, and handoff discussions to support alignment between estimating, operations, and business development.
• Support maintenance of historical cost information, subcontractor databases, and pricing references to improve estimate quality and efficiency.
• Assist with client-facing presentations or proposal discussions when estimate scope, assumptions, and pricing strategy need to be communicated.
Preconstruction Key Performance Indicators (KPIs)
• Complete assigned takeoffs, pricing tasks, and estimate support deliverables within established bid deadlines.
• Maintain estimate files, assumptions, clarifications, and supporting documentation with 98% or greater accuracy and completeness.
• Solicit and track subcontractor and vendor quotations early enough to support timely bid coverage and competitive pricing.
• Provide same-day or next-business-day updates to addenda, RFIs, and revised documents affecting active estimates.
• Maintain estimate review readiness through organized backup documentation, scope comparisons, and proposal inputs.
• Contribute to accurate and competitive bids that support profitable project awards and successful project handoff.
Business Development
• Maintain and update target client and existing client databases to support relationship management and strategic pursuit planning.
• Track key contacts within client organizations, including preconstruction, operations, procurement, and executive leadership teams.
• Document client preferences, communication history, meeting notes, and relationship status in a consistent and accessible format.
• Coordinate business development calendars, including meetings, events, client visits, bid opportunities, and follow-up activities.
• Support proposal strategy by coordinating estimate-driven narratives, clarifications, and supporting materials for submissions and presentations.
• Follow up on submitted proposals and maintain current records of status updates, feedback, and next steps.
• Coordinate client lunches, dinners, project tours, networking events, and similar relationship-building activities.
• Conduct outreach to prospective clients and trade partners through calls, emails, and introductory communications.
• Research prospective clients, market sectors, competitors, and upcoming project opportunities to support strategic targeting and bid planning.
• Support internal reporting on pursuits, proposal activity, wins, losses, pipeline development, and relationship-building efforts.
Business Development Key Performance Indicators (KPIs)
• Maintain client and prospect records with 95% or greater completeness and current contact/activity information.
• Log proposal follow-up activities, client meetings, and pursuit updates within one business day.
• Complete proposal follow-up, client outreach, and business development action items on time at a rate of 95% or better.
• Track outreach activity, opportunity pipeline updates, meeting coordination, event support outcomes, and next-step actions.
• Contribute to improved visibility of pipeline activity, proposal status, bid strategy, and client engagement trends.
EDUCATION AND/OR EXPERIENCE
• Experience in construction estimating, preconstruction, business development support, project coordination, or a related role preferred.
• Ability to read and interpret drawings, specifications, bidding documents, and scope requirements.
• Strong analytical, mathematical, organizational, written, and verbal communication skills.
• Ability to manage multiple priorities, deadlines, and document workflows with accuracy and attention to detail.
• Proficiency with Microsoft Office applications and systems used for estimating, bid tracking, and proposal development.
• Ability to work collaboratively with business development, estimating, operations, subcontractors, vendors, and leadership teams.
CERTIFICATES, LICENSES, AND REGISTRATIONS
• Valid North Carolina Driver's License required.
• Ability to travel to client meetings, project sites, and industry events.

• Support continuous improvement in estimating accuracy, proposal quality, client engagement, and pursuit planning practices.
• Perform other related duties as assigned to support company growth, competitive bidding, and operational effectiveness.
